Fire-Retardant and Intumescent Coatings: What They Can and Can’t Claim

“Fireproof paint” is what people search for, so it is what everyone advertises. It is also not a thing. No coating makes a building fireproof, and nothing in the Australian rules certifies one as such. What these products do is buy time — and in a fire, time is the thing that matters most.

Here is what fire-retardant and intumescent coatings actually do, what the Australian standards measure, and what a supplier can and cannot honestly claim.

What an intumescent coating does

An intumescent coating is designed to react to heat rather than simply resist it. Under high heat the coating swells to many times its applied thickness, forming an insulating char layer across the surface. That char slows heat reaching the material underneath, which delays ignition and slows surface flame spread.

The practical consequence is straightforward: the structure holds its strength for longer, and the fire takes longer to develop. That is more time for people to get out and for a brigade to arrive. It is not immunity.

What the Australian rules actually measure

The National Construction Code sets fire hazard property requirements, and it does it by pointing at test standards rather than at products. Two different questions get asked, and they use different standards.

For wall and ceiling linings: a Group Number

Linings in Class 2–9 buildings — apartments, offices, shops, healthcare, and so on — are classified by Group Number under AS 5637.1, running from Group 1 (best) to Group 4 (worst). The Group Number is determined by a full-scale room burn test, or predicted from cone calorimetry, and it comes with restrictions: the Australian Building Codes Board notes that the cone-calorimeter shortcut is limited to materials such as gypsum plasterboard, solid timber, wood products and rigid non-thermoplastic foams, and cannot be used for linings with joints, openings, profiled facings or reflective surfaces, or for materials that melt or shrink away from flame.

For fire-protective coatings and sarking: flammability and spread-of-flame indices

The NCC deals with sarking and fire-protective coatings through AS 1530.2 and AS/NZS 1530.3, which produce a Flammability Index and Spread-of-Flame and Smoke-Developed indices. Coating durability is tested separately again, under AS 2001.5.4.

For protecting structure: an FRL

Where a coating is protecting structural steel, the measure is a Fire Resistance Level, tested to AS 1530.4. An FRL is written as three numbers — for example 60/120/90 — meaning 60 minutes of structural adequacy, 120 minutes of integrity, and 90 minutes of insulation.

The important caveat, and one the industry’s own technical guidance makes: those minutes come from a standardised furnace test and a defined time-temperature curve. They are a consistent way of comparing products. They are not a prediction of how long a particular building will stand up in a particular fire.

The claim test: does it belong to the tin, or to the system?

This is the single most useful thing to understand before you buy.

An FRL or a Group Number is achieved by a tested system: a specified product, at a specified dry film thickness, on a specified substrate, prepared a specified way. Change the substrate, change the thickness, or skip the primer, and you are no longer inside the tested system — and the number no longer applies to your job.

So the honest version of the claim is: this coating system, applied to this substrate at this thickness, achieved this result under this test standard. Anything shorter than that is marketing.

  • Reasonable: “a fire-retardant system, correctly specified and applied to spec, tested to AS 1530.4”
  • Not reasonable: “fireproof paint” as a description of what it does
  • Not reasonable: a performance number quoted with no substrate, no thickness and no standard attached

Does a house need this?

Usually, no — and we would rather say so than sell you something.

The NCC’s wall-and-ceiling-lining requirements sit in the volume covering Class 2 to Class 9 buildings. A standard detached house is Class 1. So for most homeowners, Group Numbers are not what is driving the job, and a fire-retardant coating is a considered choice rather than a compliance obligation.

Where it does come up:

  • Apartments and common property — corridors, stairwells, shared areas
  • Commercial and retail fit-outs, where lining classifications are specified
  • Exposed structural steel that needs a rated level of protection
  • Timber-lined spaces in a commercial setting
  • A specific requirement from a building surveyor, fire engineer or insurer

If you have a written requirement from any of those people, bring it to the quote. The specification decides the product; the product does not decide the specification.

Two things we will not tell you

We will not tell you a coating changes a BAL rating. Bushfire Attack Level construction is governed by AS 3959 and is a matter for a bushfire consultant or building surveyor, not a painter with a tin.

We will not quote you a square-metre rate over the phone. The most credible Australian source on this puts it bluntly: it is impossible to give a square-metre rate, because the required thickness depends on the member being protected and the level of protection required. Anyone quoting fire-retardant work per square metre without seeing the specification is guessing.
